CONSULAR MATTERS

Please note that all Ugandans seeking Consular Services MUST REGISTER first with the Embassy.  Registration is FREE and can be sent through post. (Please download the registration form, fill it out and attach the necessary documentation and send by courier.) 

The Embassy will not issue any documents to those who have not yet registered with it. For your safety and security, and to prevent delays in processing documents, kindly register yourself with the Embassy as soon as you arrive in Japan and Korea. 

1. REGISTRATION OF UGANDANS (Free and can be sent through post)

a. 2 passport-sized colored photos (and two for each family member if any)
b. Colored Copy of original passport+ visa and bio-data page
c. Registration Form (please download from this website and fill out completely).

2. CERTIFICATE OF NO-MARRIAGE (Free)

a. 2 passport-sized colored photos each of the groom and the bride (4.5cm x 3.5cm)
b. original passport
c. Necessary documents from Uganda, such as:
i. Record of No Marriage from Registrar of Marriages 
ii. Affidavit from lawyer/Statutory Declaration notarized by a public lawyer indicating single status
iii. Letter from Local Council signed by the chairman and/or Letter of Parent’s Consent indicating singleness
d. Application form available at the Embassy which needs to be filled out completely (signatures and fingerprints of the couple, the non-Ugandan partner's contact address and telephone number).
e. Registration at the Embassy is a mandatory prerequisite.

· The applicant MUST come personally to the Embassy at least once, to either bring his/her documents or pick-up his/her certificate.

· It is not mandatory for the non-Ugandan partner to come to the Embassy personally for signatures and fingerprints. However, if the non-Ugandan partner does not come to the Embassy for the application of Certificate of No-Marriage, the Ugandan applicant must provide a form of identification of the applicant’s partner such as a passport, driver’s license, or company ID and a formal letter addressed to the Embassy indicating the non-Ugandan partner's free desire to be married. 

· The documents must be approved by Register General’s office before the Embassy can process them. 
· The Embassy will, however notify the applicant when we hear from Kampala. 

3. REGISTER OF MARRIAGE (Free and can be sent through post)

a. 2 passport-sized colored photos each of groom and bride (4.5cm x 3.5cm)
b. Original passport of Ugandan
c. A copy of Certificate of No-Marriage issued by the Embassy (pre-requisite)
d. Marriage Certificate / Acceptance Certificate (from Ward office), with some translations in English, information about the husband and wife
e. Registration at the Embassy is a mandatory prerequisite.

* The above requirements can be sent by post. 

4. RENEWAL OF PASSPORT

The Embassy does not have the machine to renew passports but the Embassy can issue an Emergency Travel Certificate or a Recommendation Letter to assist you in getting a new passport in case of expiration or loss of the old passport. The difference between the two are as follows:

Option 1: Emergency Travel Document
The Embassy can issue this document to you if you will travel to Uganda and renew the passport on your own. The Emergency Travel Document will serve as your passport in lieu of your expired or lost passport. The fee is JPY 5,000.

Option 2: Cover Letter / Letter of Recommendation
The Embassy can issue this document to you if you will renew the passport through your representative in Uganda. The document is FREE of charge.

Requirements for an Emergency Travel Document or Cover Letter / Letter of Recommendation:

A. ON EXPIRY OF PASSPORT (Free and can be sent through post)

a. 2 passport-sized colored photo (4.5cm x 3.5cm, white background, no glasses, scarf, hats, allowed, both ears visible)
b. copy of the old passport
c. Request form for passport renewal in case of expiration/loss (download from this website and fill out completely)
d. Form A - Application for a Uganda Travel Document (download from this website and fill out completely)
e. Form B - Citizenship Verification Form (download from this website and fill out completely)
f. Registration at the Embassy is a a mandatory prerequisite.

B.) ON LOSS OF PASSPORT (Free and can be sent through post)

a. 2 passport-sized colored photo (4.5cm x 3.5cm) (White background, no glasses, scarf, hats, allowed, both ears visible)
b. Request form for passport renewal in case of expiration/loss (download from this website and fill out completely).
c. Form A - Application for a Uganda Travel Document (download from this website and fill out completely)
d. Form B - Citizenship Verification Form (download from this website and fill out completely)
e. Letter explaining the circumstances of the lost passport.
g. Police report on the lost passport.
f. Any identification card issued in Uganda.
h. Registration at the Embassy is a a mandatory prerequisite.

*Proxy application for emergency certificate are accepted if and only if the applicant is in custody, in which case the proof of detention and cover letter from the detaining facility must be submitted along with the application for emergency certificate.

5. DRIVING LICENSE CERTIFICATE (Free and can be sent through post)

a. 2 passport-sized colored photos (4.5cm x 3.5cm)
b. original driving license from Uganda
c. original passport from Uganda 
d. Return envelop with postage for registered mail /expac
e. Registration at the Embassy is a mandatory pre-requisite.
